A case study: India and the organisations which are ineffective

The civil service is expected shortly to be awarded a huge pay rise, which will be swiftly embraced, along with tougher performance standards, which will be studiously ignored. ( What’s holding India back? ) One need not look far to realise that there are other institutions whose inefficacy probably stems from the same root.
